Would I get a fuel charge card from U-Haul, or would I reclaim the costs upon returning the truck, or is it my responsibility to pay for the fuel?

The mileage charge does not include anything else.
You pay for fuel and motor oil.
They will reimburse you for the motor oil.
If you return with less than a full tank, they will fill and charge their rate – usually higher than regular gas stations.
